Renewable energy projects review fees

Scheme review and minimum requirements to be met by the engineering schemes of the renewable energy systems

  • Offices are required to include the details of designing an energy generation system in the schemes and to mention that the scheme is in relation to the renewable energy system on the scheme cover to be reviewed at the Association.
  • The Engineering Department engineers review the renewable energy projects so as the nominal capacity of a project does not exceed 1MW. For projects exceeding that capacity, a joint ad hoc committee on revision will be formed of the electrical and mechanical divisions including engineers from both electrical and mechanical divisions, provided they are approved by the joint committee of the electrical and mechanical divisions.
  • After it had been reviewed, the scheme shall be sealed with a different color seal indicating that this scheme has been reviewed and permitted as a renewable energy system.
  • Jordanian relevant codes and specifications shall be met.

Engineers Association Las / Article 22

  1. Studies works may only be practiced and engineering designs may only be made by the engineering offices and companies registered with the Association under the provisions of this Law and the Regulations enacted by virtue hereof.
  2. The non-Jordanian engineering offices and companies wishing to practice the profession in the Kingdom must submit to the Council prior to entering into any engineering work contract or prior to practicing the profession a written application to be registered with the Association. In that application, it shall state its technical situations, and it shall list the names of Association members working for it and the names of non-Jordanian engineers to be working in its work field within the Kingdom. To achieve this, it shall fill the forms set for this purpose under the Association applicable regulations. The Association Council shall have the right to approve or deny the application in accordance with the provisions of this Law and the regulations enacted by virtue hereof.
  3. For non-Jordanian engineering offices and companies to be registered with the Association, they are required to be registered in the Kingdom under the provisions of the applicable Company Act and to enforce their work contracts in Jordan in participation with a Jordanian engineering office or company under a contract a copy of which to be kept by the Council.

Engineering Offices and Companies Regulation / Article 3

“Engineering consultation business may only be practiced through the engineering offices and companies registered in accordance with this Regulation.”

Pursuant to the Engineering Offices & Companies Regulation, the engineering consultation business is defined as:

“A practice of the profession in any of the engineering specialties to provide engineering consultation; to carry out the works of studies and researches; to prepare the engineering designs and engineering schemes; to establish the specifications; or to supervise the implementation of these works.”

The engineering offices that have the right to practice the design works and supervise the renewable energy projects must have the following qualifications:

  1. The engineering office / company that has the right to design renewable energy projects is the offices / companies categorized by the Association as a consultation office / company. The specialties of electrical engineering, mechanical engineering and civil engineering must all be among the specialties in which the consultation office is registered. In case of loss of any of the said specialties, the consultation office shall be entitled to have a consortium with another engineering office to complete the missing specialty in accordance with the consortium instructions applicable at the Association. There must be at least one engineer in the electrical engineering or mechanical engineering specialty meeting the conditions of working in this field at any of the engineering offices within the project consortium.
  2. The other engineering offices categories shall have the right to design renewable energy projects, provided the nominal value of a project does not exceed MWp2. The specialties of electrical engineering, mechanical engineering and civil engineering must all be among the specialties in which the consultation office is registered. In case of loss of any of the said specialties, the consultation office shall be entitled to have a consortium with another engineering office to complete the missing specialty in accordance with the consortium instructions applicable at the Association. There must be at least one engineer in the electrical engineering or mechanical engineering specialty meeting the conditions of working in this field at any of the engineering offices within the project consortium.

Conditions and qualifications required to be met by the design and supervision (electrical and mechanical) engineers working at the engineering offices and companies to provide such engineering offices and companies with an approval of design and supervision of the renewable energy projects.

The electrical and mechanical engineers must have one of the following qualifications:

  1. To attend the qualifying course of the renewable energy systems design at the Jordanian Engineers Training Center and to successfully pass the relevant examination.
  2. Bachelor / master or PhD degree in renewable energy.
  3. At least two-year experience in practicing the profession in the renewable energy field, provided it is approved by the competent division board or two renewable energy projects are designed and provided by him at a nominal value of no less than MWp1. In either case, he must successfully pass the technical interview made by the joint committee formed by both divisions as per their principles and instructions in this respect.

The designing engineer shall sign the schemes in accordance with his specialty and the Engineering Department instructions.

The conditions and qualifications required to be met by the electrical and mechanical engineers to work in the renewable energy fields except Item b above.

  1. To attend the qualifying course of the renewable energy systems design at the Jordanian Engineers Training Center and to successfully pass the relevant examination.
  2. Bachelor / master or PhD degree in renewable energy, provided it is approved for work in this field by the relevant committee formed by the electrical and mechanical divisions.
  3. At least two-year experience in practicing the profession in the renewable energy field, provided it is approved by the competent division board or two renewable energy projects are designed and provided by him at a nominal value of no less than MWp1. In either case, he must successfully pass the technical interview made by the joint committee formed by both divisions as per their principles and instructions in this respect.

A civil engineer may work in the design field of renewable energy projects within his specialty, provided he meets the requirements of work at an engineering office and company within the construction / building engineering specialty.

Principles to passing a technical interview to approve the engineers working in the renewable energy field.

  1. The editorial examination shall consist of two parts, with part one having 30 questions and the minimum score required to pass the exam shall be 60%.
  2. Part two of the approval examination shall be a technical oral interview and the minimum score required to pass the exam shall be 60% in accordance with the instructions set by the ad hoc committee.

The qualifications of the personnel supervising the renewable energy projects:

  • Project manager: civil / electrical / mechanical engineer with an experience of no less than 10 years in project management.
  • Senior engineer: an experience of no less than five years in electrical, mechanical and civil engineering specialty and approved in accordance with the instructions.
  • Site engineer: an experience of no less than two years in electrical, mechanical and civil engineering specialty and approved in accordance with the instructions.

Boreholes required for the sites of electrical energy generation from solar energy

The number of boreholes has been determined to be approved as per the solar panels area as follows:

  • For areas exceeding 500 dunams, a borehole shall be added per 7 dunams with a depth of 5 mw per one borehole.
  • If there are buildings at the site, the number of boreholes and their depth shall be treated as provided for in the applicable codes in respect hereof.
  • All required tests and studies shall be conducted in the site inspection report as per the applicable codes, especially the chemical, physical and mechanical tests.
  • All required additional tests shall be conducted by the designer.
  • Electrical resistance test shall be conducted.
  • JOD 1 per linear meter shall be collected together with the Association fees.
